Konstantelias, 19, can play as a forward and a midfielder.
He is attracting interest from a host of top European clubs.
The London Evening Standard says the Gunners are expected to send scouts to watch the talented teenager during January.
Konstantelias is rated at £10million.
Manchester City, Wolves, Leeds and Crystal Palace are also keen, as are PSV and La Liga side Valencia.
Konstantelias once trialed at Barcelona as a 15-year-old but the Spanish giants failed to agree on a £881,000 deal.
